"Initiative of Chinese and African Private Enterprises to Participate in the Ten Major Partnership Actions for China-Africa Joint Promotion of Modernization" Released in Changsha

On June 12, the 2025 China-Africa Private Economy Cooperation Forum was held in Changsha, Hunan. At the event, the China-Africa Civil Chamber of Commerce, African Chambers of Commerce, and the East African Community Chamber of Commerce jointly issued the Initiative of Chinese and African Private Enterprises to Participate in the Ten Major Partnership Actions for China-Africa Joint Promotion of Modernization.

This initiative aims to implement the outcomes of the 2024 Beijing Summit of the Forum on China-Africa Cooperation, practice the Ten Major Partnership Actions for China-Africa Joint Promotion of Modernization, leverage the roles and advantages of Chinese and African business communities, demonstrate the responsibility and commitment of Chinese and African private enterprises, further deepen China-Africa private economy cooperation, and contribute to building a new-era China-Africa community with a shared future in all weathers.

The initiative points out the following:

Strengthen solidarity and cooperation to enhance the resilience of industrial and supply chains. Fully unleash the complementary advantages of China-Africa economy and trade.

Support Chinese private enterprises to actively strengthen cooperation with African small and medium-sized enterprises. Uphold the concept of innovation to contribute to Africa’s industrialization process.

Jointly strengthen China-Africa cooperation in the field of science and technology, and promote technology transfer and innovation. Let the China-AU Energy Partnership play an active role, strengthen cooperation in renewable energy, help Africa build a green industrial chain, and realize the green and low-carbon transition of economic and social development.

Adhere to openness and inclusiveness to advance the high-quality development of China-Africa economic and trade cooperation. Resolutely safeguard international trade rules, international fairness and justice, and maintain a free and open international trade system. Promote the construction of the African Continental Free Trade Area and facilitate the integration of the two major markets of Africa and China.

Strengthen cooperation in infrastructure construction, improve Africa’s investment environment, and create better conditions for China-Africa private economy cooperation.

Fulfill social responsibilities to benefit the well-being of Chinese and African people. Create more jobs for African youth through investment and project construction. Further strengthen practical cooperation between Chinese and African enterprises in the field of medical and health care. Promote African women’s entrepreneurship and help them play a greater role in the private economy.

To implement the outcomes of the 2024 Beijing Summit of the Forum on China-Africa Cooperation, practice the Ten Major Major Partnership Actions for China-Africa Joint Promotion of Modernization, leverage the roles and advantages of Chinese and African business communities, demonstrate the responsibility and commitment of Chinese and African private enterprises, further deepen China-Africa private economic cooperation, and contribute to building a new-era all-weather China-Africa Community with a Shared Future, the China-Africa Civil Chamber of Commerce, African Chambers of Commerce, and East African Community Chamber of Commerce jointly issue the following initiative:

I. Strengthen Solidarity and Cooperation to Enhance the Resilience of Industrial and Supply Chains

China-Africa industrial cooperation boasts strong complementarity. Promoting China-Africa industrial chain cooperation is an important way to achieve mutual benefit and win-win results. We are willing to jointly strengthen upstream and downstream cooperation in the industrial and supply chains of Chinese and African enterprises, fully unleash the complementary advantages of China-Africa economy and trade, support the respective development needs of Chinese and African enterprises, help Africa enhance industrial competitiveness, and realize sustainable economic development.

We are willing to support Chinese private enterprises in actively strengthening cooperation with African small and medium-sized enterprises. Through technical exchanges and resource sharing, we will build local "Made in Africa" brands and drive African enterprises to move towards the middle and high ends of the global value chain.

II. Uphold the Concept of Innovation to Facilitate Africa's Industrialization Process

3. Adhering to innovation-driven development is a key driver of economic growth and an inevitable choice for Africa to achieve industrialization. We are willing to jointly increase investment to support Africa in advancing industrialization in a green, coordinated, and sustainable manner, assist Africa in transforming into a diversified industrial economy, and thus realize the African Union's Agenda 2063.

4. We are willing to jointly strengthen China-Africa cooperation in science and technology, and promote technology transfer and innovation. Through joint research and development, experience sharing, technical training, and other means, we will help Africa enhance its independent innovation capabilities, support Africa in establishing a scientific and technological innovation system, and provide solid support for the development of Africa's private economy.

5. We welcome the China-AU Energy Partnership to play an active role in further advancing bilateral investment cooperation in Africa's energy-saving technologies, high-tech industries, green and low-carbon industries, etc. We support African parties in participating in capacity building for the global green product supply chain, strengthen cooperation in renewable energy, and jointly develop green energy projects such as solar and wind power, so as to help Africa build a green industrial chain and achieve a green and low-carbon transition in economic and social development.

III. Adhere to Openness and Inclusiveness to Promote High-Quality Development of China-Africa Economic and Trade Cooperation

6. Openness is a vital driver of human civilization progress and the only way to global prosperity and development. We firmly safeguard international trade rules, international fairness and justice, and maintain a free and open international trade system. We will implement the Global Development Initiative and create more convenient conditions for African countries to share the huge Chinese market.

7. Promoting the construction of the African Continental Free Trade Area will help Africa build a unified market. We are willing to create a better trade and investment environment, promote the integration of the two major markets of Africa and China, and provide more convenience for achieving common development and prosperity.

8. We are willing to strengthen cooperation in infrastructure construction, promote connectivity among African countries, enhance Africa's regional economic integration, improve Africa's investment environment, and create better conditions for China-Africa private economic cooperation.

IV. Fulfill Social Responsibilities to Benefit the Well-Being of Chinese and African Peoples

9. Enterprises' contribution to society and improvement of people's well-being are the ultimate goals of promoting China-Africa private economic development. We are willing to create more jobs for African youth through investment and project construction. We will carry out vocational skills training to enhance African youth's employability, and help them acquire modern technical and management knowledge through education and training cooperation, so as to reserve high-quality talents for Africa's economic development.

10. We are willing to further strengthen practical cooperation between Chinese and African enterprises in the field of medical and health care. We support capable Chinese enterprises in carrying out cooperation with Africa in the production of pharmaceuticals, vaccines, and medical equipment to help Africa enhance local production capacity. We support Chinese enterprises in providing medical training for African employees to boost the development of Africa's medical and health industry and improve the quality of life of African people. We call on relevant parties to provide support and convenience for cooperation between Chinese and African medical and pharmaceutical enterprises.

11. We are willing to advance the African Union's Agenda 2063 and the Gender Equality and Women's Empowerment Strategy (2018-2028), and provide more employment opportunities and training resources for African women. We will strengthen exchanges and cooperation in gender equality and women's empowerment, promote African women's entrepreneurship, and help them play a greater role in the private economy. By providing skills training and entrepreneurship guidance for African women, we will help them enhance their social status and promote social harmony and development.
